Roles & Access
What are the types of license roles and what can they do?
This article is specifically referring to license roles within a company. These rolls only control billing and license access and not the permissions to any sign data. For an explanation of the difference between licenses and permissions see this article.
Instructions for changing a Billing Owner or adding Admins, Members, and Guests can be found here:

Billing Owner - Singular
There is only one Billing Owner in a company. They are primary user who can make changes to the license and users. This role is typically held by an owner, department lead, or admin contact. They are the only user who can:

They also have the ability to do the following (which is shared by Admins)

A user can be connected to a company without being granted a license. Adding and removing users is separate from activating or deactivating their license.
